Biography

Born in 1945 into an elite lineage of regional creatives in Carcar, Cebu, Romulo Noel Galicano spent his youth surrounded by the workshops of legendary local craftsmen. From 1961 to 1965, he formalized his artistic foundations through a strict, traditional apprenticeship under his maternal uncle, the legendary Cebuano realist master Martino Abellana. While studying at the Carcar Academy, Galicano spent his free time in the Abellana studios, absorbing the laws of anatomy, perspective, and classical color theory directly from the master.

In 1965, seeking to expand his experimental boundaries, Galicano relocated to Manila and enrolled at the University of the Arts at the University of the East (UE). There, his style underwent a major evolution under the guidance of abstract painter Florencio Concepcion, who trained him in the principles of non-objective layout and spatial design. Concurrently, he sharpened his colorist approach under Sofronio Y. Mendoza (SYM). Between 1969 and 1975, Galicano became a central force in the historic Dimasalang Art Group, working alongside SYM, E.R. Tagle, and Andres Cristobal Cruz to popularize impressionistic landscape painting and plein-air studies across the country.

Galicano’s career is heavily decorated with premier national and global honors. In 2005, he achieved an extraordinary milestone for Southeast Asian art by winning the Draper Grand Prize at the International Portrait Competition hosted by the Portrait Society of America in Washington, D.C. Celebrated as one of the most sought-after and technically accomplished portrait painters in modern Asian history, Galicano continues to operate from his studio, serving as a vital master mentor across generational boundaries.
